ICEP BOARD OF DIRECTORS

Charles Carpenter, PhD - President of the Board of Directors ICEP

Dr. Carpenter is currently a Research Fellow at Idexx Laborataries and President and Founder of International Childhoold Enrichment Program (ICEP). His part experiences include:

Director of Research and Development, AMF Biological and Diagnostics Company; Director of Research and Development then Director of Operations, Becton Dickinson; Director of Operations, Allelix, Canada; Executive Vice President, American Biological Technologies; Director of Manufacturing, Food and Environmental Division Idexx Laboratories;

Dr. Carpenter is also President and Founder of Historic Map Works, LLC and also the author of five scientific publications with 15 issued patents and three pending patents.

He is also a photographer specializing in portraiture in Haiti, Afghanistan, Somalia and Liberia.

Dalinda Carpenter - Executive Director, International Childhood Enrichment Program

Dalinda Carpenter has worked mainly as a mother and homemaker. She has volunteered actively for the Red Cross for many years and several church and school organizations. Dalinda has traveled to Haiti with Charles Carpenter and most recently with Konbit Sante (www.konbitsante.org), another non-profit that works in Cap Haitian. Haiti is a country that remains close to her heart, and she looks forward to returning to Cap Haitian on a regular basis.

Book collecting is a hobby that is very important to her. She enjoys designing and making quilts also. Being a homemaker has allowed her time to explore many of the domestic arts such as tole painting, piano and drawing.

R. Chandrashekar, MS, PhD - Board of Directors of ICEP

Dr. R. Chandrashekar is a Research Manager at Idexx Laboratories, Westbrook, Maine and currently a board member of International Childhoold Enrichment Program (ICEP). Originally from Bombay, India, Dr. Chandrashekar has a PhD in Biochemistry and has over 15 years of experience working on tropical diseases that affect the developing world. Prior to IDEXX, Dr. Chandrashekar was a Senior Scientist at Heska Corporation, CO; Asst Professor of Molecular Microbiology, Washington University, St. Louis, MO; and a Senior Researcher, at Ciba-Geigy, Bombay, India. 

In addition to his active role in ICEP, Dr. Chandrashekar is also involved in a number of other NGO-related charitable organizations.  He is currently the founder of the “Late K. Ramaswamy Educational Trust Fund” that provides educational scholarships to exceptional children from low income families in Bombay, India.  He also actively participates in the charitable activities of Preble Street Soup Kitchen in Portland, Maine.  

Richard Hobby - Member of the Board of Directors of ICEP

Mr. Hobby is the President of Greengage. He is a movie producer. Mr. Hobby is also a film critic and has written articles for The Boston Globe, Artweek, and Maine Public Radio. Previous experience includes Advertising Director for the Chamber of Commerce's Greater Portland Magazine and Director of English Programs for Academia Language Center in Cambridge. He was on the Board of Directors of the World Affairs Council of Maine for many years. He currently serves on the Board of Directors of the Torch Club of Western Maine. He teaches young people the the game of bridge. He lives in Falmouth, Maine.

Regal Naseef - Member of the Board of Directors of ICEP

Regal Naseef is a Grants Manager for The Iris Network and the owner of Regal Resource Development. Previously, she has been a Consultant for nonprofit organizations in Maine, across the country, and for international projects as the owner of Regal Resource Development. She is driven by the credo to "make a difference in your community" which became a reality through various projects: leaving a legacy of a transitional home in Portland for homeless women and children, funding to re-build an experiential learning center that was burned to the ground for children with special needs, winning grants to build the first affordable "Green" and Interfaith houses in Maine, secured federal funding to send 100 orphans/foster children to college, raising $1Million/year for at-risk children and families, winning a children's advocacy award in Maine (2006) for acting as legal guardian/host mother to student refugees, and housing local college students in overflow situations. She is most proud of raising her two sons, Sam and Michael with her husband Paul along with their dog, Minnie.

David Jones - Member of the Board of Directors of ICEP

David Jones received his doctorate in Recreation and Leisure Studies from the University of Oregon, his master’s from the University of Minnesota and his bachelor degree from Pennsylvania State University. Currently, he serves as an Associate Professor in Recreation and Leisure Studies at the University of Southern Maine. His teaching responsibilities include courses in recreation nature/ecotourism. Dr. Jones’ research interests primarily center on employing qualitative methodology to give voice to marginalized groups. Dr. Jones taught similar courses at the University of Maine at Presque Isle where he was instrumental in establishing the International Appalachian Trail in collaboration with others.

Jeffrey T. Selser - Member of the Board of Directors of ICEP

As a member of the Real Estate and Environmental Groups, Jeffrey T. Selser handles a wide range of real estate and land use matters. His representation of diverse institutional and individual clients includes commercial and residential development projects, sales and acquisitions of timberland, negotiation of conservation easements, representation of buyers and sellers of commercial and residential properties, title matters, lease negotiation, and commercial lending. In addition, Jeff has extensive experience with MaineOs Unorganized Territories and frequently advises clients in matters before the Maine Land Use Regulation Commission (LURC). Recent matters include representing a client in the purchase of more than one million acres of timberland, negotiation of landscape-scale conservation easements, advising a client in connection with a large, multi-phased, shorefront residential development project, and conducting site inspections and other due diligence investigations to assist a client in preparing a bid on a hydro-electric facility.

Prior to joining Verrill Dana, Jeff worked at a Bethesda, Maryland law firm specializing in real estate and telecommunications law, served as staff counsel to a title insurance company with offices throughout the Washington, D.C. area, and worked at another prominent Maine law firm.
